Two top senators on Tuesday unveiled a resolution giving President Barack Obama limited authority in the 3-month-old war against Libya, warning that the drastic step of cutting off funds for the military operation would be a lifeline to a weakened Moammar Gadhafi. Foreign Relations Committee Chairman John Kerry, D-Mass., and John McCain of Arizona, the leading Republican on the Armed Services Committee, introduced the bipartisan resolution that would allow the mission to continue but would impose a one-year limit on the NATO-led operation, a period McCain said is 'more than enough time to finish the job...'

Obama is making the ludicrous claim that he does not have to comply with the War Powers Act in Libya because American forces are not engaged in hostilities...

American planes are taking off, they are entering Libyan air space, they are locating targets, they are dropping bombs, and the bombs are killing and injuring people and destroying things. It is war. Some say it is a good war and some say it is a bad war, but surely it is a war. Nonetheless, the Obama administration insists it is not a war...

Now that more than 90 days have passed since the president began bombing Libya, no one can seriously claim that the administration has complied with the clear requirements of the 1973 War Powers Resolution. In a remarkable act of chutzpah, the administration sent to Congress its response to the growing concern over its abuse of war powers. Its argument, in a nutshell, is that the War Powers Resolution is not relevant because US armed forces are not actually engaged in hostilities because Libya is so militarily weak it cannot fight back!
